Approved Person Scheme
The Approved Person Scheme accredits qualified individuals to carry out and/or certify vehicle modifications.
To become an Approved Person you must have the appropriate formal qualifications, experience and equipment as required by the department.
Approved Persons may be accredited to carry out and/or certify vehicle modifications on:
- light vehicles up to 4.5 tonne
- heavy vehicles over 4.5 tonne.
Suitable persons for this scheme are approved under Part 2 – Accredited Persons of the Transport Operations (Road Use Management – Accreditation and Other Provisions) Regulation 2005. Schedule 1 of the regulation sets out the statutory conditions for appointment as accredited persons.

Audits/Spot Checks
Departmental auditors randomly conduct spot checks of an Approved Person's Management System. The objective of conducting Spot Checks is to indicate to the department that the accredited persons are complying with their conditions of approval.
Transport Inspectors may also conduct audits and/or investigations of Approved Persons to assess compliance of the modification carried out and/or the certification of a modification.
Non-compliance identified during these spot checks/audits may result in a monetary penalty, sanctions being imposed and/or show cause notice including suspension or cancellation.
The Spot Check checklist developed from the Transport Operations (Road Use Management - Accreditation and Other Provisions) Regulation 1995 and the conditions of approval have been introduced as an independent indicator to the audits conducted by the Transport Inspectors.
