Applying for first time entry and renewal

The operator must have a documented system in place that addresses the required module standards. Please refer to the relevant module for details on the standards.

An audit of an operator’s compliance with the relevant module standards is critical to obtaining approval to be a member of the scheme. An on-entry audit or renewal audit will be conducted by an external accredited auditor. All auditors are independent of the Department of Transport and Main Roads. A full auditor listing can be obtained at the Registered Accreditation Board Quality Society of Australasia International* website (Note: in the 'State or Province' field select 'Queensland' to access a list of Queensland auditors).

How to apply

  1. Complete the National Heavy Vehicle Accreditation Scheme – Membership Application/Renewal form (F3856), ensuring that all contact details are correct and it is signed by an authorised officer. Specify the required modules for each vehicle to be entered into. A fee calculation table has been included on the form to assist with determining the appropriate fees.

  2. Attach your independent audit confirming that the documented procedures are effective and compliant with the standards for the relevant modules.

  3. Send the signed and completed National Heavy Vehicle Accreditation Scheme – Membership Application/Renewal form (F3856), fee payment and signed audit to NHVAS Administrator, Department of Transport and Main Roads, PO Box 673, Fortitude Valley Qld 4006.

    Note: fee payment can be made in person at a Department of Transport and Main Roads customer service centre or Queensland Government Agency Program office (attach receipt to application) or a cheque payable to Department of Transport and Main Roads.

Compliance with business rules and regulations

All companies that apply to enter National Heavy Vehicle Accreditation Scheme agree to abide by the National Transport Commission business rules* and the governing legislation in all the relevant states.

Queensland registered head office

Companies must seek accreditation in the jurisdiction where its registered office is located unless that jurisdiction does not administer the National Heavy Vehicle Accreditation Scheme. In which case, an applicant shall be free to seek accreditation in any jurisdiction that provides this scheme.

Accreditation in one jurisdiction

A company operating nationally will be accredited only once under any one Australian Company Number (ACN) or Queensland Business Number (BN). Any subsidiary company, with its own ACN or BN, that seeks accreditation for its vehicles and drivers should be separately accredited.

National Heavy Vehicle Accreditation Scheme accreditation for all modules must be managed through a single jurisdiction.

History of transport compliance checks

Entry to the National Heavy Vehicle Accreditation Scheme is open to operators who can demonstrate a record of compliance with heavy vehicle regulation and standards. Prior to granting accreditation to an operator, the Department of Transport and Main Roads will consult with all interstate jurisdictions along with the Department of Transport and Main Roads compliance and prosecution units in order to determine the operator’s suitability to join the scheme.
