Meeting scheme timeframes
The National Heavy Vehicle Accreditation Scheme imposes strict timeframes on scheme members in relation to lodgement of audits and renewal of applications. Such timeframes are used by the Department of Transport and Main Roads to monitor operator compliance, and therefore adherence to these timeframes is a requirement of ongoing accreditation. If an operator fails to meet specified timeframes, the Department of Transport and Main Roads may, at its discretion, grant provisionary extensions where extenuating circumstances exist. However, operators who are not deemed to qualify for such extensions will have their accreditation cancelled or suspended and be advised accordingly.
If an operator fails to meet scheme requirements, the Department of Transport and Main Roads may take one of the following actions:
- Suspension – if suspended, an operator is not eligible to receive the concessional benefits of scheme membership. This means that during the suspension period, loads will revert to the general regulatory limits for the mass management module and vehicles previously exempt under the maintenance management module will require a Department of Transport and Main Roads certificate of inspection before they are permitted to be used on the road.
Note: during this period while the matter that triggered the suspension is being addressed, operators may still display the National Heavy Vehicle Accreditation Scheme labels. - Cancellation – if cancelled, an operator is no longer eligible for the regulatory benefits of being in the scheme. All labels must be removed from the vehicle and destroyed immediately.
If cancelled from mass management module – all vehicles must carry the standard vehicle mass and are no longer eligible to carry the concessional or higher mass limits.
If cancelled from maintenance management module – all vehicles must have a Department of Transport and Main Roads certificate of inspection.
