Goods and services procurement

The Department of Transport and Main Roads is a significant purchaser of goods and services. To manage this it operates a centre-led procurement model (meaning governance, planning, reporting are determined by a centre of procurement experts and the hands-on buying is undertaken by the local areas).

To department is committed to accountability and strong governance for procurement and has a Procurement Sub-Committee (which is part of the department’s corporate governance framework) to drive and guide the strategic direction for procurement within the department. Core Business Units within Transport and Main Roads manage the procurement activities specific to their division, unit or region.

The way the department purchases is guided by the State Procurement Policy 2010. Suppliers can access the State Procurement Policy and other useful reference information on the Queensland Government Marketplace site.

Departmental Procurement Procedures are in place to guide departmental officers through procurement activities and support the objectives of the State Procurement Policy.

Procurement thresholds are in place. They are consistent with the government's framework, and allow Transport and Main Roads’ procurement to align with the department’s business needs. They are subject to ongoing review and amended when required. Purchases up to A$10,000 in value can be made using the Queensland Government Corporate Purchasing Card (QGCPC). The QGCPC in Transport and Main Roads is a CBA MasterCard®.

Purchases of between A$10,000 and A$75,000 are sourced from competitive quotes. These are obtained directly from the marketplace.

Formal invitations to offer are issued for the supply of goods and services above A$75,000 in value. The department uses the e-Tender system (available on the Queensland Government Marketplace) to advertise and manage invitations to offer and disclose contracts awarded (over A$10,000).

When selecting the appropriate sourcing strategy the department considers the outcomes of risk, demand and supply market analysis. Predetermined evaluation criteria are used to select successful offers.

Transport and Main Roads has adopted and use the whole of government invitation to offer documentation and the standard terms and conditions for the procurement of goods and services. These can also be found on the Queensland Government Marketplace site.
