Master planned areas
Land can be declared by the Minister for Planning as a master planned area under the Sustainable Planning Act 2009. Master planned areas are often Greenfield sites which are to transition from rural land to urban land and require more detailed planning to facilitate future growth. Once an area is declared a master planned area, the local government is required to develop a structure plan. A structure plan is an integrated land use plan which sets a broad development framework for the master planned area.
The development and process for declaring master planned areas generally follow a framework that spans from the declaration of the master planned area through to assessment of individual development applications under the Structure Plan. This framework is provided in Figure 1.

Preparation of Structure Plan
Due to the Greenfield nature of these sites, Transport and Main Roads is consulted during the preparation of structure plans to ensure that transport services and infrastructure are appropriately considered. In some instances where existing or future state transport infrastructure is impacted by a structure plan, Transport and Main Roads work closely with local government to ensure that our State interests are considered in the structure plan.
State Interest Review of Structure Plan
Transport and Main Roads is involved in a formal state interest review of structure plans. As part of this review the department identifies whether our state interests have been addressed in the structure plan. If necessary, the department will work with local government to ensure state interests are reflected in the structure plan.
Development Assessment against Structure Plan
As a concurrence agency under the Sustainable Planning Act 2009, Transport and Main Roads also has a role in the assessment of some development applications under the Structure Plan for the master planned area.
