Land use and planning
Well-planned cities can have a major impact on congestion, by reducing the need to travel and reducing the length of journey.
Well-planned communities provide access to employment, education, recreation and essential community services without extra cost, time, or travel. In contrast, poorly-designed communities and poorly-located services can encourage car trips even for short distances.
