Moreton Bay Rail Link construction
Construction for the Moreton Bay Rail Link began in July 2012 with road works underway to connect the local road network around the new rail line.
The rail corridor works (including construction of the track, structures and 6 new stations) will begin in late 2013, with the new rail line scheduled for delivery by late 2016.

Road works
The first work for the Moreton Bay Rail Link includes the construction of a road-over-rail bridge at Kinsellas Road East in Mango Hill to connect the local road network around the new rail line.
These works have been brought forward to ensure the local community remains connected during the rail corridor works.
Kinsellas Road East bridge
The first bridge to be built, the Kinsellas Road East bridge at Mango Hill was opened in early April 2013.
The new bridge is located near the future Mango Hill East Station. It provides 1 lane in each direction, a new roundabout at the intersection with Mango Hill Boulevard and a new connection at Kinsellas Road East with Anzac Avenue.
The new bridge accommodates for continuing growth and future transport needs in the area, becoming part of the proposed North South Urban Arterial in this location. Planning for the North South Urban Arterial is currently underway by the Department of Transport and Main Roads.
The successful contractor for the Kinsellas Road East bridge is McIlwain Civil, who started work on the site in July 2012.
Some finalisation works, including landscaping and linemarking will continue until May to fully complete the project. The Kinsellas Road East bridge opening marks the completion of the first construction package of the long-awaited rail line, and is a major milestone for the Moreton Bay community.

Rail corridor works
The Moreton Bay Rail Link will deliver a 12.6km dual-track passenger rail line between Petrie and Kippa-Ring.
The 6 new rail stations will be built as part of the project at Kallangur, Murrumba Downs, Mango Hill, Mango Hill East, Rothwell and Kippa-Ring.
Design for the project is continuing, with preliminary design for the rail corridor works—including the track, structures and 6 stations—underway. Detailed design will progress throughout construction.
Construction of the rail corridor works is due to begin in the second half of 2013 with the new rail line scheduled for delivery by late 2016.
Details about construction activities for the rail corridor will be provided closer to the start of work.
Employment opportunities
The Moreton Bay Rail Link is expected to create more than 8000 jobs over the life of the project, providing a significant boost for the local economy.
Like most major projects, construction will be undertaken by constructors working under contract for the Queensland Government.
The successful constructors must meet the requirements of the Queensland Government’s Local Industry Policy. The focus of this policy is providing local industry with a full, fair and reasonable opportunity to tender for work on infrastructure and resource-based project work.
Constructors will also be required to provide training opportunities as part of their contracts. Under the Structured Training Policy, at least 10% of the total labour hours must be undertaken by Indigenous workers, apprentices, trainees or cadets or used for the upskilling of existing employees. This provides a great opportunity to give back to the industry as part of the delivery of this major infrastructure project.

Competitive tendering
The Moreton Bay Rail Link is undertaking a competitive tendering process to finalise the design of the rail corridor works. Find out more information about Queensland Government’s eTenders.
This process aligns with the State Procurement Policy to maximise the benefits that can be delivered through effective and efficient government procurement.
This allows the project team to consider the best design solutions and value for money when awarding the contract. The proponents’ strategies for managing the environment and construction effects on the community can also be considered in the selection process.
An early works contract to build the road-over-rail bridge at Kinsellas Road East, Mango Hill has been awarded to McIlwain Civil. Work is underway and expected to be completed by mid–2013.
Tendering for the project’s major design and construction contract consists of 4 stages.
The selection process to find the best design and construction team to build the Moreton Bay Rail Link reached the third stage in February 2013, with the tenderers shortlisted from four to two.
The successful tenderers for the third stage of the competitive tendering process are:
- Salini, Bielby, Winslow Joint Venture
- Thiess Contractors.
The two shortlisted teams will now work independently to finalise the key features and layout of the dual track line, stations, bridges and associated roadworks.
The teams will develop their designs to a higher level of detail and plan the best methods for constructing the rail link. They will submit their tenders in May 2013.
It is anticipated the contract will be awarded in about August 2013.
Background
Tendering for the project’s major design and construction contract consists of 4 stages.
In the first stage Moreton Bay Rail Link released its Request for Proposals on 24 August 2012. The Queensland Government eTender website provides contact details for anyone with technical or procurement queries.
An industry briefing was held on 17 August to give construction industry representatives an update about the forthcoming release of the Request for Proposals and to outline the procurement process.

In the second stage the following 4 tenderers were shortlisted in October 2012.
- Abigroup Contractors Pty Ltd
- John Holland Queensland Pty Ltd and Leighton Contractors Pty Ltd
- Salini, Bielby, Winslow Joint Venture
- Thiess Pty Ltd.
This stage closed in December 2012.
In the third stage starting in February 2013, 2 tenderers were chosen to develop designs for the key features and submit cost proposals.
It is anticipated that the successful tenderer will be awarded the contract in about August 2013.
