The Queensland Government is proposing to upgrade the Port of Brisbane Motorway (POBM) to enhance and support economic development for Queensland and Australia through the Port of Brisbane and surrounding Australia TradeCoast precincts.
This project is designed to provide a four-lane motorway-standard connection from the Gateway Motorway, which connects all interstate and intrastate markets, to the Port of Brisbane at Fisherman’s Island. Included in the proposal is a grade-separated interchange at Pritchard Street and a number of ramps to service economic nodes along the corridor.

Key drivers and objectives
The key drivers for the project are to:
- reduce the risk of lost productivity due to poor road access to the Port of Brisbane
- manage projected growth in Port traffic and access demands, maximising Port sustained competitive advantage
- increase safety through improved road design and mix of freight, local and commuter traffic.
The objectives of the investment are to:
- maintain road freight efficiency at international and national levels for the next 25 years
- Provide reliable, continuous availability of access to the Port
- provide capacity to cater for trade demands for the next 25 years
- provide safe and equitable road access to the Port and Port Precinct
- maintain investment and development in Port precinct and local area.
Scope
The project comprises 9.6 km of high standard 4 lane motorway between Gateway Motorway and the Boat Passage at Fisherman Islands. It includes the following upgraded or new interchanges:
- Gateway Motorway Interchange: the Gateway Upgrade Project (GUP) will complete the remaining motorway to motorway connections including the ramp from the Gateway Southbound to POBM eastbound
- Link Road Interchange: completion of the interchange, including the ramp connection from POBM westbound to Link Road/Lytton Road
- Lindum Road Interchange: upgrading of the interchange, including reinstatement of all ramp movements between POBM and Lytton/Lindum Roads
- Pritchard Street Interchange: a new interchange with an overpass linking the local road network and providing all directional ramp movements to and from the POBM
- Tanker Street: Motorway ramp connections to and from (underpass) Tanker Street
- Kite Street Interchange: completion of the interchange, including grade separation (overpass) of the POBM and retention of all directional ramp connections.

Planning Status
The project concept has evolved over a long period of time and is quite mature. It recognises and addresses the many objectives and constraints raised by stakeholders and the community.
Port of Brisbane Motorway: Stage 1
Stage 1 of the Port of Brisbane Motorway opened in 2003 as a two lane motorway extending from the Gateway Motorway to Lindum Road.
Options Analysis
In 2006, the department commenced project options analysis to review the project need and its functional requirements. The analysis included consideration of:
- stakeholder concerns
- significant land use changes within the corridor (in particular relating to industrial expansion)
- existing and proposed transport linkages to and from the port
- current design standards; and the outcomes of environmental impact assessments.
Preliminary Evaluation
The Preliminary Evaluation Report, prepared in line with the Queensland Government’s Project Assurance Framework, was completed in June 2008. Key findings during this phase included strong economic case that demonstrates the priority of the project.
The project will provide significant benefit to many commercial users and will support a significant commercial vehicle load.
The department is currently undertaking a Business Case for the POBM Upgrade in accordance with the Queensland Government Value for Money Framework. This includes consideration for the potential delivery of the project via Public Private Partnership.
