Annual levy

In November 2004, the Australian Transport Council approved a new methodology for calculating accreditation fees for all railway operations across Australia. The Queensland Government adopted this methodology in the Transport (Rail Safety) Regulation 2010 (PDF, 1 MB).

Summary of accreditation fee methodology

There is a uniform national method for calculating accreditation fees to be paid by rail transport operators. All accredited rail transport operators are required to pay a prescribed amount as an annual accreditation fee. Depending on an operator’s estimated rail revenue, annual accreditation fees are:

  • if the operator’s estimated rail revenue is less than $250,000 – nil
  • if the operator’s estimated rail revenue is more than $250,000 but less than $500,000:
    • for tourist and heritage railway operations – $5957.00
    • for all other operations – $7148.00
  • if the operator’s estimated rail revenue is more than $500,000:
    • for tourist and heritage railway operations:
      • $68.40 for each estimated kilometre as a rail infrastructure manager
        and/or
      • 8.3c for each estimated kilometre as a rollingstock operator.
    • for all other operations:
      • $82.05 for each estimated kilometre as a rail infrastructure manager
        and/or
      • 9.9c for each estimated kilometre as a rollingstock operator.
