Camera Detected Offence Notices
How is a Camera Detected Offence Notice issued?
The Queensland Camera Detected Offence Program comprises of mobile speed cameras, fixed speed cameras, red light cameras, combined red light/speed cameras and point-to-point speed camera systems.
When an offence has been detected, an Infringement Notice Photographic Detection Device Offence Notice (also called a Camera Detected Offence Notice) is issued by mail to the vehicle’s registered operator by the Queensland Police Service. If a vehicle has joint registered operators, the notice is issued to the person who is listed first on the vehicle registration records.
When identifying vehicles involved in camera detected offences, adjudicators use photographs that are clearer and larger in size than those supplied with the infringement notice. This ensures accurate detection of the vehicle type and the registration number.
If you receive a camera detected offence notice, it will state all the relevant details of the offence, including the fine.
Camera Detected Offence revenue – where does the money go?
The revenue raised from camera detected offence notices is minimal compared to the costs that speed related crashes inflict on the community each year.
The distribution of revenue from camera detected offences is restricted by the Transport Operations (Road Use Management) Act 1995. This requires that all money collected for penalties imposed for camera detected offences, in excess of the administrative costs, must be used for specific road safety purposes, specifically:
- road safety education and awareness programs
- road accident injury rehabilitation programs
- road funding to improve the safety of the sections of state-controlled roads where crashes happen most frequently.

What options are available to me if I receive a Camera Detected Offence Notice?
If you receive a camera detected offence notice, you have 28 days from the date of issue stated on the camera detected offence notice to take one of the following actions:
What will happen if I do nothing about the camera detected offence notice?
If you do nothing within the 28 days, the camera detected notice will be sent to the State Penalties Enforcement Register (SPER). Enforcement action may be taken against you to recover the amount, including any additional fees incurred by registering the notice with SPER.
When the notice is referred to SPER, the demerit points will be allocated to your traffic record on the day the offence was committed.
No reminder will be issued.
Pay Camera Detected Offence Notice
Pay in full
Payment must be received within 28 days of the date of issue stated on the camera detected offence notice.
Note: By paying the penalty for the offence, you are deemed to have accepted liability for the offence. Do not pay the infringement notice if you intend to nominate another person by statutory declaration, elect a court hearing or contest the issue of the camera detected offence notice with the issuing authority.
Once payment of the fine is received the matter is finalised. Any demerit points relevant to the offence will be allocated to your traffic record.
The Traffic Camera Office will not process further Statutory Declarations after the offence penalty has been paid.
Payment Method – Payment in full
On the internet
- At the Transport and Main Roads website follow the links to Services Online.
- Have your camera detected offence notice and credit card details ready (Visa and MasterCard only).
- Select the Full Payment, Payment Reference Number and the Biller Code from your camera detected offence notice for the pay in full option.
BPAY
- Register for internet or phone banking with your financial institution.
- Log onto your internet banking site via computer, mobile phone or by calling your phone banking service.
- Select the BPAY or bill payment option and follow the instructions.
- Select the Full Payment, Payment Reference Number and the Biller Code from your camera detected offence notice for the pay in full option.
Note: It may take several days for your institution to process your BPAY payment. Check how long this will take with your institution before lodging your payment.
By Phone

- Once you have authorised the payment, you will be given a receipt number over the phone which should be recorded and kept for future reference.
Australia Post
- Attend any Australia Post office in Queensland.
- Bring your camera detected offence notice and pay the fine by cash or cheque.
- When payment is made, the notice and a receipt will be returned to you by Australia Post. Please retain the notice and receipt as your proof of payment.
By Mail
Send the camera detected offence notice and your payment by cheque or money order, payable to the Department of Transport and Main Roads, to:

Voluntary Instalment Plan
If the fine is $200 or more, you may choose to pay the amount in instalments using a Voluntary Instalment Plan.
A voluntary instalment plan may be chosen by filling out the Payment Methods section on the back of the camera detected offence notice. If choosing this option, an initial instalment of at least $60 must be made within 28 days of the date of issue stated on the camera detected offence notice. An Instalment Plan Notice will be forwarded to you by the State Penalties Enforcement Registry (SPER) for payment of the balance.
Note: By paying part of the penalty for the offence, you are deemed to have accepted liability for the offence. Do not pay the camera detected offence notice if you intend to nominate another person by statutory declaration, elect a court hearing or contest the issue of the camera detected offence notice with the issuing authority.

Demerit point offences
An offence may carry demerit points in addition to a monetary fine. When the camera detection offence notice has been finalised either by way of payment of the notice, determination through the Court system or when the notice is referred to the State Penalties Enforcement Registry (SPER), the demerit points will be allocated to your traffic record on the day the offence was committed.
Note: Demerit points are not applied to camera detected offence notices issued to companies or corporations.

Nominate another person by Statutory Declaration
If you were not responsible for the offence, you must complete the Statutory Declaration on the camera detected offence notice within 28 days of the date of issue on the notice. You will need to declare the full name and address of the person who was in charge of the motor vehicle at the time the alleged offence was committed.
The completed declaration must be witnessed by a Justice of the Peace, Commissioner for Declarations, notary public, a lawyer or another person authorised to administer an oath under the law of the State, the Commonwealth or another state. Send the completed Statutory Declaration and camera detected offence notice within 28 days of the date of issue on the notice to:

Do not include the payment of the penalty amount when giving the completed Statutory Declaration.
Please retain a copy of the camera detected offence notice and your statutory declaration for your records.
Important note: A person, who provides a false Statutory Declaration, may be charged with an offence under the Criminal Code for falsely nominating a person as the driver or person in charge of a vehicle detected committing a camera detected offence.
Election for Court Hearing
You may elect to have the matter dealt with by a court.
If you choose to do so, you must complete Election for Court Hearing on the back of the camera detected offence notice. Send the completed election for court hearing and camera detected offence notice within 28 days of the date of issue on the camera detected offence notice to:

Do not include the payment of the penalty amount when giving the completed Election for Court Hearing.
Note: Please retain a copy of the camera detected offence notice and your election for court hearing for your records.
Once the department has received your election for court hearing, you will be issued a summons at the address you have provided. You should receive the summons within two months.
Contest the Camera Detected Offence Notice with the issuing authority
If you receive a camera detected offence notice that you believe has been unjustly issued, you may send a written request to the issuing authority for consideration. In your letter, you must include your full name, licence number and camera detected offence notice number. You should also list the reasons that you believe the camera detected offence notice was issued unjustly.
Note: If you choose to contest the camera detected offence notice with the traffic camera office, you must lodge your request within 28 days of the date of issue on the notice.
