Rockhampton-Emu Park Road Road Train Access to Rockhampton Abattoirs (Type 1)


As part of the Australian Government’s announcement of the Northern Australia Beef Roads Program, a further $20 million was committed by the federal government for Stage 2 of Type 1 Road Train access to Rockhampton abattoirs.

This package of work will include safety and capacity upgrades on the access route (Rockhmapton-Emu Park Road) to the Rockhampton abattoirs; strengthening and widening of pavement including minor intersection upgrades between Goodsall Street and Thozet Road, replacement of Frenchmans Creek Bridge, widening of the Dorly Street intersection level crossing and the installation of vehicle detection and monitoring technology.



  • Stage 1 completed February 2017 .
  • Stage 2 commencing early 2019.

The $20 million funding will focus on delivering further improvements to the road network to provide for the future access of more freight efficient vehicles travelling to the North Rockhampton abattoirs.

Upgrade works will see benefits through:

  • reduced operational cost and transport time for industry
  • removal of crossloading operations
  • reduced heavy vehicle traffic.

Project info

The scope of works to be delivered with this additional commitment will include:

  • replacement of Frenchmans Creek Bridge
  • installation of Wide Centre Line Treatment on Lakes Creek Road between Goodsall Street to Thozet Road including minor intersection upgrades
  • widening of St Christophers Chapel Road
  • widening of the Dorly Street Rail Crossing
  • the installation of vehicle detection and monitoring technology. 

The $10 million Queensland Government funding commitment delivered Stage 1 of the infrastructure upgrades required to facilitate access between Central Queensland Livestock Exchange and the abattoirs located in North Rockhampton.

Stage 1 was completed in February 2017 and infrastructure works included:

  • Moores Creek Road/Musgrave Street intersection upgrade
  • Queen Elizabeth Drive/Lakes Creek Road intersection upgrade.Rockhampton-Emu Park Road/St Christopher's Chapel Road intersection upgrade—completed June 2017.

Administering access

Type 1 Road Train  operators require a permit from the National Heavy Vehicle Regulator (NHVR) to travel directly to Rockhampton abattoirs. The conditions of the permit, including operating hours and route restrictions, have been established by TMR.

Operational conditions:

  • Type 1 road train access permits issued to operators will restrict operating hours to between 7pm and 7am, 7 days a week. Restricting operating hours to these times will reduce the overall impact on other road users, particularly during daytime peak traffic.
  • Operators will be directed as to the approved travel route through Rockhampton.

Operators can now apply for their 2019 Type 1 Road Train permit to access  the North Rockhampton abattoirs  from the NHVR online at The 2019 permit extends from 2 January 2019 to 20 December 2019.
