Road maintenance performance contract manual
Routine maintenance works by the department in Queensland are carried out under Road Maintenance Performance Contracts (RMPC).
The predominant delivery method is through sole invitee arrangements with the department’s traditional service suppliers RoadTek (the department’s internal commercial business provider) and Local Governments throughout the state.
These contracts are basically schedule of rates type with a contract period of one or two years. The contractor adopts a systematic approach to the management of maintenance under the contract. In addition to being the network manager and operations contractor for work on the network, the contractor also provides a stewardship role under the contract for the department. The contractor is required to offer a productivity improvement target to the department at the time of contract re-negotiation for having sole invitee status with the department.
The other main form of routine maintenance delivery is through open tender arrangements. These contracts are similar to the sole invitee type in being mainly schedule of rates type. They allow the department to benchmark sole invitee rates against those being obtained through the open tender approach.
Other types of maintenance delivery types currently being investigated by the department include alliancing and also advanced partnering approaches.
