Engineering policies

Engineering policies are categorised under their respective discipline.

The Amendment Register summarises the significant changes to each engineering policy over time.

Contract related policies

Contain information relating to the department's contract documents and should be read alongside the relevant contract.

• EP127 Portable Long Service Leave Levy (PLSL) - applies to any departmental contract, including routine maintenance, where the cost directly or indirectly related to the work is $150,000 (excluding GST) or over.
• EP146 Severe Weather Management Plans (SWMP) - guidelines on the development of plans for individual work sites to minimise the impact of severe weather on works under construction. Severe Weather Management Plans template
• EP150 Procurement of infrastructure project thresholds - withdrawn as content has been included in TIPDS Volume 1.
• EP153 Project Risk Context Profiles - applies to departmental infrastructure projects to manage project risk.
• EP158 Administrator and Independency on Transport and Main Roads Projects - withdrawn as content has been included in TIPDS Volume 2.
• EP160 Low Value Infrastructure Procurements - withdrawn as content has been included in TIPDS Volume 2.
• EP164 Site Information and Reliance Information - provides an interpretation of Site Information and Reliance Information for personnel involved in tender preparation and contract administration. 
• EP165 Guidance on the Preparation of Contractual Claims - provides guidelines for Contractors on the preparation of contractual claims to be submitted.
• EP167 Contract Management Plan - provides guidance to the Administrator for developing the Contract Management Plan (CMP) for the management of Infrastructure Contracts, this is a mandatory requirement for all Infrastructure Projects. Contract Management Plan Template
• EP168 Tender Periods - withdrawn as content has been included in TIPDS Volume 2.
• EP170 Climate Change and Natural Hazards Risk Assessment - provides advice on the minimum climate change information and assessments to be undertaken to incorporate climate change considerations into Transport and Main Road's standard Risk Management Framework. This policy is supported by the Climate Change Risk and Adaptation Assessment Framework for Infrastructure Projects and provides guidance for operationalising climate change risk assessments.
• EP173 Procurement and Payments Policy for Aboriginal or Torres Strait Islander Parties or Third Party Providers under the Aboriginal Cultural Heritage Act 2003 and Torres Strait Islander Cultural Heritage Act 2003 - provides advice on the minimum procurement and payment requirements when conducting cultural heritage work with Indigenous Parties or 3rd Party Providers on departmental infrastructure projects.
• EP175 Deposition of Surplus Material - Assessment Methodology - provides guidance to Contractors on the minimum assessment processes to be undertaken. This document supplements the contractual requirements for Deposition of Surplus Material within MRTS04 General Earthworks and MRTS51 Environmental Management.
• EP176 Contingency management of infrastructure projects - provides guidelines for project risk and financial contingency management during Implementation and Finalisation of infrastructure projects and is applicable to projects over $10M.
• EP179 Infrastructure Procurement Tender Evaluation (Construction & Maintenance Delivery) - provides an outline to Transport and Main Roads' approach to tender evaluation for construction and maintenance works.

Road operations policies

Procedures to ensure the safety of road users and the general public. These policies should be read alongside the relevant standard, manual or guideline.

• EP147 Road closure policy for wet weather and flooding - outlines the decision/requirements to close and re-open state controlled roads during wet weather and flooding.
• EP149 Managed motorways - outlines the managed motorway standard for upgrade projects to optimise safety, reliability and productivity across state controlled and motorway roads.
• EP155 Policy for road operations imagery - applies to departmental staff, contractors or service providers involved in the funding, management, maintenance and operation of imaging infrastructure devices, and services for road operations on state-controlled roads across Queensland.
• EP161 Traffic Management Training Records Retention Management - applies to Registered Training Organisations who are licenced with the department to deliver RIIWHS205D Control traffic with a stop-slow bat, RIIWHS302D Implement traffic management plan and Traffic Management Design, and describes the record retention relating to these training packages period Transport and Main Roads requires of licensees.
• EP162 Policy for the Management of Roadside Advertising - provides a transparent, equitable and consistent, state-wide framework for the management of roadside advertising devices.
• EP172 Electronic Signature Policy for Engineering Drawings - enables the use of electronic signatures. EP172 replaces the existing wet signatures requirements in the Drafting and Design Presentation Standards Manual (DDPSM) Volume 1. • EP177 Managing the risk of objects thrown from overpasses onto roads - aims to manage road design, construction and operation activities that reduce the safety risk associated with objects being thrown or dropped onto road users passing below. It considers both the management of existing overpasses and the design of proposed and new overpasses. This policy is to be read in conjunction with technical guideline Treatment of overhead structures - objects thrown or dropped. 
• Open Roads Policy - applies to Transport and Main Roads staff and contractors or services providers involved in delivering traffic incident management services (TIMS). The policy supports improved safety and reduced incident-related congestions on the road network by expeditiously clearing incidents to restore traffic flow at the earliest possible time through the implementation of Open Roads. This policy should be read in conjunction with TIMS guidance in the Traffic and Road Use Management (TRUM) manual Volume 1 Part 9.

• Display of Information on Variable Message Signs Organisational Policy April 2012 - applies to the display of information on VMS on state-controlled roads to maintain the credibility of information conveyed to motorists by VMS, maintain the effectiveness of VMS, and identify permitted types of messages and the relative priority of the messages.
