Queensland Road Safety Education Blueprint Progress Report – June 2023

Released in late 2020, the Road Safety Education Blueprint guides Queensland’s approach to delivering road safety education from birth to young adulthood. The Blueprint is comprised of 27 actions for delivery across 6 key areas.

The Road Safety Education Blueprint is aligned with the Queensland Road Safety Strategy 2022-31 and supports the Queensland Government’s vision of zero serious road trauma by 2050. Children and young people make up one in every four deaths on Queensland roads, and early, age-appropriate road safety education is essential to developing safe on road behaviours and building a positive road safety culture.

What we’ve delivered

In consultation with the Department of Education, we developed a suite of explanatory documents for each of the 8 National Practices for Early Childhood Road Safety Education, which include practice suggestions for early childhood educators and carers. These were promoted to over 3,000 childcare education facilities and made publicly available on the QGov website.

To support the development of evidence-based road safety programs, we developed 4 Good Practice Guidelines, one for each age cohort in the Blueprint. The guidelines assist educators as well as applicants to the Community Road Safety Grants program funding stream by ensuring they are aligned with contemporary road safety practice.

From 2020 to 2022, we awarded over $1.5 million in funding across 135 initiatives for road safety education through our Community Road Safety Education Grants. These one-off grants support local road safety initiatives that drive a change in behaviours and attitudes to road safety in local communities.

We have committed over $10.6 million in funding through our Road Safety Education Program funding stream from 2022 to 2026 in support of programs that aim to equip children, adolescents and young people with the attitudes, skills and knowledge they need to become safer road users.

Disadvantaged new drivers will be supported with over $12.7 million in funding awarded through our Learner Driver Mentor Program, funding a total of 11 providers from 2022 through to 2026.

We undertook an evaluation of Journi, which is TMR’s interactive online program designed for children aged 10-12 years, to ensure it remains fit-for-purpose for parents and educators.

We partnered with AFL Queensland and Queensland Cricket to promote positive road safety messaging to young adolescent road users through the sponsorship of the StreetSmarts AFLQ Schools Cup and the StreetSmarts T20 Secondary Schools Challenge, plus the Queensland Cricket regional tour across Queensland. Our partnership activities also include promotion of road safety campaigns at Brisbane Heat and Gold Coast SUNS home games.

To ensure tailored road safety education is available for Aboriginal and Torres Strait Islander young people, we undertook a review of the department’s Indigenous Driver Licensing Program.

We established a Project Advisory Committee to ensure the delivery of the Blueprint remains on track.

We’re also working on

Child restraint guidance for parents and carers, including a series of video guides to assist with installing different restraint types and steps to correctly fitting children into them.

Redevelopment of the Journi program for year 5 and 6 students to improve useability and engagement.

An additional Good Practice Guideline for Rural and Remote Communities to assist educators as well as applicants to the Community Road Safety Grants program funding stream by ensuring they are aligned with contemporary road safety practice.

A road safety education web page hosted by TMR that will establish a consolidated 'hub' for all road safety education offerings for parents, teachers, children and other road safety stakeholders.

Additional guidance for parents and carers on safe riding, walking and e-scootering, driveway and carpark safety, helmet fitting, and more.

Expanding the promotion of our road safety toolbox talks series to TAFEs and other tertiary education providers.

Identifying existing programs and projects that target higher risk youth and exploring opportunities to incorporate road safety education.

Evaluating all novice driver online education courses including PrepL, PrepL Supervisor and the Hazard Perception Test (HPT).
