Implementation: Adoption of the National Automated Access System (NAAS) for low loaders in Queensland
We're making it easier for low loader operators to apply for road access in Queensland through the National Automated Access System (NAAS). NAAS will become the default road access pathway for eligible low loader vehicles operating outside of the National Class 1 Load Carrying Vehicle Dimension Exemption Notice 2025 (No. 2) and National Class 1 Load Carrying Vehicle Mass Exemption Notice 2025 (No. 1).
As part of the national commitment to streamline heavy vehicle access management, the Queensland Government will run a preview period from 24 August to 18 September 2026 before the full low loader release later this year. The rollout represents a significant shift from traditional permit-based processes to a modern, automated, data-driven access system that provides operators with more transparent access decisions.

Familiarise yourself with all the features of the NAAS, before it is officially launched.
November 2026—Full adoption of NAAS for Queensland (low loader vehicles)
Applies to low loader vehicles operating outside of the National Class 1 Load Carrying Vehicle Dimension Exemption Notice 2025 (No. 2) and National Class 1 Load Carrying Vehicle Mass Exemption Notice 2025 (No.1).
NAAS preview stage
The NAAS preview for low loader vehicles allows road managers, industry and partners to familiarise themselves with the National Automated Access System (NAAS) road user portal ahead of Queensland's low loader vehicle implementation.
We encourage operators to build their own vehicle libraries during the preview period to help you prepare for the November 2026 implementation.
NAAS preview is a test environment
This means:
- No live access approvals are available during the NAAS preview period. You must continue to use your current network access process, such as travelling under permit.
- Network access decisions are based on data uploaded from November 2025. When NAAS launches in November 2026, it will use current network data.
- You can add your low loader vehicle fleet into the NAAS and build a library of vehicles codes.
