Implementation: Adoption of the National Automated Access System (NAAS) for low loaders in Queensland

The National Automated Access System (NAAS) will become the default road access pathway in Queensland for eligible low loader vehicles operating outside of the National Class 1 Load Carrying Vehicle Dimension Exemption Notice 2025 (No. 2) and National Class 1 Load Carrying Vehicle Mass Exemption Notice 2025 (No. 1).

NAAS is being introduced as part of a nationally consistent approach to heavy vehicle access management. The system supports a more streamlined process for managing eligible low loader access requests while maintaining road manager oversight of their networks.

Who is affected?

This implementation applies to operators of eligible low loader vehicles that are not operating under the National Class 1 Load Carrying Vehicle Dimension Exemption Notice 2025 (No. 2) and National Class 1 Load Carrying Vehicle Mass Exemption Notice 2025 (No. 1).

It also affects road managers responsible for assessing and managing access to their road networks.

For operators

• Eligible low loader access requests will be managed through NAAS.
• Access applications will use the NAAS platform and road user portal.
• Operators are encouraged to become familiar with the platform before go-live.

For road managers

• Eligible low loader access requests will be assessed through NAAS.
