Suppliers - How to join

The Infrastructure Building and Construction Panel (IBCP) Standing Offer Arrangement (SOA) is a whole-of-government arrangement managed by the Department of Transport and Main Roads. The IBCP aims to make it easier for suppliers to do business with government and increase opportunities to provide professional services to Queensland Government agencies.

The arrangement is available to Queensland Government departments for the procurement of professional services in the following categories:

  • Contract Administration Services (CAS) and Project Management - Civil (PM)
  • Environmental and Cultural Heritage, and
  • Survey.

Suppliers wishing to provide services under the IBCP must first obtain prequalification in the relevant category and level. The prequalification system assesses suppliers against criteria such as technical capability to undertake the services associated with their nominated prequalification category and level.

How to apply for IBCP Prequalification

Prequalification assessment applications are accepted during scheduled quarterly intake periods. Suppliers will be invited to apply through the VendorPanel portal.

The quarterly intakes provide an opportunity for:

  • new suppliers to apply for prequalification in one or more categories, and
  • existing IBCP suppliers to apply for additional categories or higher prequalification levels.

The quarterly intake invitation dates are outlined in the table below. Each invitation will be open for a minimum of 10 business days. Where the nominated date falls on a non-business day, invitations will be issued on the preceding business day.

How to join the IBCP Standing Offer Arrangement

Suppliers that successfully obtain prequalification are eligible to join the IBCP.

Information about joining the IBCP, including execution of the IBCP Deed and inclusion on the IBCP supplier list in VendorPanel, will be provided with the supplier's prequalification assessment outcome notification.
