Rosslyn Bay State Boat Harbour master plan
Rosslyn Bay State Boat Harbour is a key strategic maritime asset on the Capricorn coast, providing deep water access for recreational boaties, supporting commercial and community maritime activities and gateway to Great Keppel Island (Woppa).
Rosslyn Bay State Boat Harbour is one of Queensland's 8 state-owned and managed state boat harbours that form a network of important strategic maritime public assets which:
- provide safe and efficient all-tide deep water sheltered access for recreational and commercial vessels
- support sustainable recreational and commercial boating activities and the broader maritime and tourism sectors
- support maritime-related community functions, government services and public recreation.
The department is developing a master plan to help guide future activities at the harbour.
The draft master plan will be informed by:
- technical information and analysis including:
- marine infrastructure and operations
- economics, supply chain and tourism
- land and marine environmental values
- property and leasing
- planning and urban design
- stakeholder and community engagement.
The master plan will provide a long-term vision and strategic framework to guide development and decision-making over time, ensuring the harbour can continue to develop and renew.
The master plan will be developed through an evidence-based and collaborative planning process, involving supporting technical assessments and significant stakeholder and community engagement.
The master plan will create a shared vision for the future of the harbour, identify potential land and water uses, include a structure plan and design concepts, detail strategies to achieve the long-term vision and an implementation plan.

Current status
We’re developing the master plan in three key phases:
Phase 1 – Draft master plan development: August 2025 to June 2026
We’ll carry out technical studies and site assessments, meet with key stakeholders, and identify opportunities and challenges for the area. This work will help shape the draft master plan.
Phase 2 – Community engagement: July-August 2026
Once a draft is ready, we’ll share it with the community for feedback. You’ll be able to have your say through surveys and pop-up sessions.
Phase 3 – Final master plan: October-November 2026
We’ll review all feedback, make any necessary updates, and finalise the master plan before it’s released to the public.
