Toowoomba - Cecil Plains Road, Taylor Street cycleway, business case

This planning project established a long-term vision to provide suitable active transport facilities between Tor and Boundary streets encourage more people to ride more often.

The Toowoomba–Cecil Plains Road (Taylor Street) cycleway business case is part of a statewide strategy to help improve active transport options for Toowoomba residents, visitors and commuters. This planning project has delivered a business case for future active transport infrastructure that is safe, direct and connected to encourage more people to ride more often.

The community provided input about bike riding in Toowoomba and on Taylor Street in late 2021 and this feedback was considered during the planning process. A concept plan was developed and shared with the community during a second round of consultation in late 2022. Feedback from the community helped to develop the long-term vision for a bikeway on Taylor Street.

  • 2-way cycleway on the southern side of Taylor Street between Tor and Boundary streets including raised priority crossings at side streets.
  • Upgraded crossings for bike riders and walkers at all signalised intersections to improve safety and accessibility.
  • Traffic signals on Taylor Street at the Wyalla Street and McGregor Street intersections to improve safety and connectivity for all users, especially vulnerable users.
  • Restriction of right turns at Berry Street to allow for the extension of the right turn lane at the Taylor Street and Tor Street intersection.
  • Restriction of right turns at Belcher Drive, Village Court and Chainey Court intersections to allow for raised priority crossings.
  • U-turn facility at Greenwattle Street intersection to minimise the impact to road users.
  • Conversion of on-street parking into cycleway space to minimise impacts on private property, trees and public utilities.
  • Reduction of the centre median width to provide space for the cycleway.
  • Upgrade of the Wyalla Plaza and Berry Street bus stops to floating bus stops.

Current status

Planning is now complete. 

The next phase of the project will further develop the concept plan and undertake detailed investigations to prepare ‘shovel ready’ designs.

The project is not funded for construction.
