Pacific Motorway (M1) – Daisy Hill to Logan Motorway upgrade

Planning is underway for the Pacific Motorway (M1) – Daisy Hill to Logan Motorway upgrade. This section of the M1 cannot accommodate current traffic volumes and, as a result, experiences frequent and prolonged periods of congestion and poor travel time reliability.

This project is the third stage of the M1 North upgrade program, which will widen both north and south-bound lanes of the motorway, as well as improve access to public and active transport. Once complete, the upgrade will improve safety, capacity and efficiency on the M1.

The project considers the needs of all road users and will better connect communities between Brisbane and the Gold Coast, improving access to important services and employment across the region.

The M1 North upgrade program is being delivered in a 3-stage rolling program, from the Gateway Motorway to the Logan Motorway:

Key features

This project is proposed to feature:

  • widening approximately 10km of the M1 from 6–8 to 8–10 lanes—including 'smart motorways' technologies to proactively manage traffic to lessen its impact on the overall network
  • extending the South East Busway from Springwood station to Mandew Street—building 3 new bus stations and 2 new park 'n' rides
  • extending the Veloway (V1) by approximately 9km and improving local active transport paths
  • major upgrades to Paradise Road, Mandew Street, Grandis Street and Beenleigh-Redland Bay Road interchanges
  • consolidated M1 exit/entry ramps.

Funding

The Australian Government and Queensland Government are funding the project. Project scope, cost and timing are subject to further planning, consideration and negotiation following the Australian Government’s Independent Strategic Review of its Infrastructure Investment Program. Investment ID 2054898.

A revised project cost of $4.5 billion was announced on 22 December 2023.

Current status

Work on the business case for the Daisy Hill to Logan Motorway upgrade commenced in late 2021 and was completed in June 2023.

At this stage in planning there are no fixed timeframes for delivering the project.

Construction of Stage 3 Daisy Hill to Logan Motorway (DH2LM) is dependent on a decision from government about next steps.

Rapid population growth will see around 27,000 more trips travelling on the M1 along the project corridor each day by 2041. Upgrading the M1 with up to five lanes in each direction will help cater for this additional capacity.

Consultation

Feedback is an important part of the planning process and will inform the upgrade. 

The M1 corridor between Daisy Hill and the Logan Motorway is protected for future upgrades. Consultation with directly impacted property owners is ongoing.

From 7 November to 27 November 2022, concept designs for the DH2LM upgrade were available to the public for feedback to inform the business case. During this time, 6 community drop-in information sessions were held along the project corridor as well as online community consultation. Static displays at local libraries and elected representative offices were also in place to support community engagement.

Project background

Work to improve the M1 between Daisy Hill and the Logan Motorway began in 2007 and involved technical investigations and community consultation. A master plan concept for the M1 from the Gateway Motorway to the Logan Motorway was presented in 2009.

We will continue working to ensure future M1 upgrades can cater for current and projected population growth and traffic volumes.
