About the Approved Person Scheme

Complex modifications such as engine upgrades, gearbox and rear axle changes, vehicle body modifications and steering and brake replacements are significant modifications to a vehicle that can seriously affect the safety of a vehicle if not performed properly. Complex modifications to vehicles must be certified by approved persons, ensuring the modifications have been performed in accordance with the approved codes of practice. Approved persons are accredited to conduct certification of light and/or heavy vehicle modifications to ensure the vehicle complies with vehicle standards, guidelines and relevant approved codes of practice.

Approved codes of practice

The approved codes of practice are based on accepted vehicle engineering practices and the requirements of the Australian Design Rules for motor vehicle safety. It is intended to supplement the recommendations of the original vehicle manufacturer in relation to vehicle modification techniques or standards.

All of the approved codes of practice are divided into a number of sections which refer to specific modification codes (for both light and heavy vehicles). For more information about each code, refer to the vehicle modification codes.

It is important to note the Australian Design Rules (ADRs) and the original manufacturer’s modification guidelines take precedence over the approved codes of practice. Further information about the approved codes of practice and approval for specific modifications can be found on the vehicle standards and modifications webpage.

Certifying vehicle inspections  

An approved person conducts an assessment of a modified vehicle under the approved codes of practice to determine whether the vehicle complies with the vehicle standards, including the applicable ADRs, and does not present an increased risk to road safety. If the vehicle meets this criteria, an approved person can certify the vehicle and issue a certificate of modification.

Approved persons can only assess and certify vehicles and modifications within their range of qualifications, training and experience. We assess applicants based on their industry experience and qualifications and decide whether the applicant is eligible for modification codes under the approved codes of practice. Business Rules for Approved Persons (Vehicle Modifications)  

The Business Rules for Approved Persons (Vehicle Modifications) (the business rules) provide the administrative requirements to be followed by an approved person in relation to, or regarding the certification of, light or heavy vehicle modifications. An approved person must comply with these requirements as a condition of their approved person accreditation.
