Achievements

We have developed a policy and technical advice on managing decisions about changes to access for bicycles to state-controlled roads. 

Bicycle riders have full access to state-controlled roads in Queensland unless there is a signed bicycle access restriction in place.

At times, bicycle access may need to be revised to either allow or prohibit bicycles to certain roads. Reviews may be due to a change in the road infrastructure or conditions, a serious crash history or a well-founded request.

We developed an access management policy and supporting technical guideline to establish a process for consistent and robust decision-making about access for bicycles to state-controlled roads. The development process included consultation with government and community stakeholders.

Application of the policy involves technical assessment and meaningful engagement with cycling groups, broader road user groups, and other key stakeholders. The policy enables decision makers to balance the need to provide access and mobility with safety considerations.

The draft policy and technical guideline were piloted in mid-2019 on a decision about whether to lift a prohibition on cycling in the Nundah Tunnel. This case study accompanies the guideline.

Next steps

We will release the policy and technical guideline and provide training and awareness for our staff on how and when to apply, and not apply, the policy. We will review and update the policy every 2 years.
