Natural Disaster Program

The department is working on about 1300 projects to restore roads across Queensland damaged by floods and bushfires. The department is also reconnecting communities and supporting regional economic recovery after disaster events damaged the state-controlled road network in 2020–26.

About the program

  • The Natural Disaster Program reconnects Queenslanders by repairing parts of the state-controlled road network damaged by natural disasters.
  • The department restores damaged sites to their pre-disaster level of service.
  • In the first 3 months after disaster events, the department undertakes emergency works such as clearing debris and filling potholes. This enables roads to be used safely while the department completes geotechnical and environmental investigations, surveys and detailed design for reconstruction works, where required.
  • Reconstruction works are completed within 2 financial years after the financial year in which the disaster event occurred.
  • Where possible, the program also supports the resilience of state roads to future disasters.

Current status

  • Damage assessments and emergency works are underway following Ex-Tropical Cyclone Koji and monsoonal rainfall across the northern two-thirds of Queensland from late December 2025 to early 2026.
  • Damage assessments and emergency works are underway following monsoonal flooding affecting the northern two-thirds of Queensland in early 2025.
  • Repairs are underway after record-breaking flooding in March and April 2025 caused widespread damage to western Queensland roads.
  • Following TC Alfred in March 2025, geotechnical investigations and procurement for design are underway for multiple major landslip sites on Gold Coast and Sunshine Coast hinterland roads.
  • A major reconstruction program is underway after significant flooding in north Queensland in early 2025, including on Mount Spec Road north-west of Townsville.
  • Substantial progress has been made on road repairs after significant disaster events in 2023–24, including Tropical Cyclone Jasper in far north Queensland, severe storms across southern Queensland and flooding associated with Tropical Cyclone Kirrily in western Queensland.
  • Repairs have been completed after flooding across northern and central Queensland in early 2023.
  • A substantial recovery program has been completed across southern Queensland, after major disaster events caused extensive damage in 2021–22.
  • Substantial progress has been made on reconstruction works on the Cunningham Highway where bushfires caused significant slope damage at Cunninghams Gap in late 2019.

The Brisbane Valley Highway upgrade intersections project is part of the South East Queensland (SEQ) City Deal—an agreement between the Australian Government, Queensland Government, and Somerset Regional Council. This project aims to enhance connectivity and safety along the Brisbane Valley Highway, a critical freight and commuter corridor linking Somerset with Greater SEQ.

With increasing traffic volumes, the highway has seen a rise in intersection crashes. This project will deliver targeted safety improvements to reduce crash risks, improve traffic flow, and support the region’s long-term growth and connectivity.

Maroochydore - Noosa Road (David Low Way), Bli Bli Bridge upgrade, planning

Planning for a future upgrade of Bli Bli bridge has proposed a new bridge to the north of the existing bridge.

Key features include a wider bridge deck with two lanes of traffic (one in each direction), road shoulders and dedicated active transport facilities.

Active transport improvements include a wider path for pedestrians, bike riders and mobility device users on the southern side of the new bridge with active transport paths connecting to Bli Bli village and Muller Park.

The proposed planning layout includes the ability to convert the bridge to four lanes should traffic demands require this in the future.

The Queensland Government remains committed to maintaining the existing Bli Bli bridge to allow continued safe operation for all users.

Regular inspections are conducted as part of the structures maintenance program to monitor its condition and enable any necessary repairs.

Planning has been completed and the project is now closed.

Timeframes for future stages are unknown and will depend on future funding commitments and competing statewide priorities.

Project priorities and funding needs are reviewed and re-evaluated regularly by the department to ensure that as many positive road outcomes as possible are obtained within a finite budget.

Mossman – Daintree Road, 2024 Disaster Recovery Funding Arrangements reconstruction works

Reconstruction works are underway on a section of Mossman – Daintree Road damaged during ex-Tropical Cyclone Jasper.

Disaster recovery is a long-term process and involves an extensive program of works and complex solutions.

A variety of stabilising techniques will be used, including:

  • reinforcing the slopes
  • soil anchoring systems
  • vertical retention piling
  • building rock retaining walls.

These repairs will ensure the road is returned to its fully operational pre-cyclone function.
